Legendary Creature — Octopus
Whenever you cast a noncreature spell, if at least four mana was spent to cast it, tap target creature an opponent controls and put a stun counter on it. (If a permanent with a stun counter would become untapped, remove one from it instead.) Whenever you cast a noncreature spell, if at least eight mana was spent to cast it, put eight +1/+1 counters on Ultros.
“Tap blockers and grow huge by casting expensive blue spells”
Ultros is a sneaky control creature that rewards you for casting expensive noncreature spells. Your game plan is to ramp into big spells—think X-spells, card draw engines, and mana rocks—while Ultros locks down opposing creatures and grows into a massive threat. The stun counter mechanic is particularly nasty; it's like a soft freeze effect that punishes opponents for trying to untap their threats.
You'll want to build around cards that cost 4+ mana to trigger Ultros's tapping ability, and ideally get to 8+ mana for the juicy +1/+1 counters. This means running traditional blue ramp (mana rocks, land ramp), card advantage engines, and maybe some X-spells that scale well. Blue's weakness in Commander is closing the game, but a 2/1 that becomes a 10/1 or larger is a legitimate threat—especially when you're also controlling the board with stun counters.

Skip the Timetwister and Mana Crypt; use Cultivate, Kodama's Reach, Fellwar Stone, and Sapphire Medallion instead to ramp on a budget.
