Phoebe is a unique political and theft-focused commander that rewards you for understanding your meta and your opponents' deck compositions. Her unblockability against flavored creatures gives her evasion in many matchups, but the real engine is her ability to permanently steal text boxes from creatures. This turns her into a slow-burn value machine where you systematically strip your opponents' threats of their abilities while Phoebe slowly chips away at life totals.
Your gameplan revolves around protecting Phoebe while activating her text-theft ability as often as possible. You'll want mana ramp, card draw, and blue/black interaction to control the board while Phoebe does her work.
