Legendary Creature — Human Noble Warrior
At the beginning of your end step, if there is no monarch, target opponent becomes the monarch. Whenever a creature attacks one of your opponents, if that player is the monarch, that creature gets +1/+1 and gains trample until end of turn.

“Mono-green monarch politics with +1/+1 anthem triggers on attacks.”
M'Baku is a monarch-focused commander that leverages the monarch mechanic to pump your attacking creatures. Your game plan revolves around forcing opponents to become the monarch (since M'Baku creates one at end step if there isn't one), then attacking the monarch player to give your creatures +1/+1 and trample. This naturally snowballs—the more you attack the monarch, the stronger your creatures become, and the harder it is for them to reclaim the crown. You're essentially creating a political mini-game where attacking the monarch becomes increasingly rewarding.
Your win condition is combat damage. Build around efficient green creatures, anthem effects, and ways to consistently attack. Cards that grant vigilance help you attack the monarch repeatedly without tapping out defensively. Include ramp to cast bigger threats, and consider cards that care about the monarch or reward you for attacking. M'Baku himself is a respectable 4/3 body that will grow with his own ability, making him a reasonable threat early and a problem later.

Skip expensive planeswalkers; use ramp like Llanowar Elves and Elvish Mystic instead. Swap Doubling Season for Hardened Scales as a budget counter-doubler.
