Legendary Creature — Mutant Advisor
Vigilance, trample Whenever a creature you control deals combat damage to a player, draw a card if that creature has a +1/+1 counter on it. If it doesn't, put a +1/+1 counter on it.
“Combat-damage card draw engine that pumps your team with +1/+1 counters”
Marcus, Mutant Mayor turns your combat damage into card draw while building up your board with +1/+1 counters. The game plan is straightforward: get creatures through to deal damage, and they either draw you cards (if they're already countered) or get counters for future triggers. This creates a snowball effect where your team gets bigger over time while you refill your hand, letting you cast more threats and protection spells.
The deck wants cheap, evasive creatures that can reliably connect in combat—things like flying or unblockable creatures give you the most consistent draw triggers. You'll also want ways to artificially put +1/+1 counters on creatures early (proliferate, infect-style cards, and counter doublers) to accelerate into the draw-every-turn mode. Win conditions range from commander damage as a 4/4 vigilant trampler, to swinging in with a wide team of oversized creatures, or occasionally pivoting to a combo finish if the game stalls.

Skip expensive infect lords and proliferate engines; use Evolving Wilds, Cultivate, and Hardened Scales as budget alternatives to pricey ramp and doubler effects.
