Legendary Creature — Human Officer
Strange new worlds — {4}, {T}: Target opponent exiles the top X cards of their library, where X is the number of differently named lands you control. You may cast an instant or sorcery spell from among them without paying its mana cost. Then that player puts the rest on the bottom of their library in a random order.

“Mill & steal spells with land diversity—Strange new worlds meets theft.”
Lieutenant Nyota Uhura turns your mana base into a mill engine. The core idea is simple: play as many differently named lands as you can, then tap Uhura to force opponents to exile cards from their libraries. The bigger your land diversity, the more cards they lose—and you get to cast instants and sorceries from the exile pile for free, which is obscene value. You're essentially playing a controlled mill strategy that generates card advantage by stealing your opponents' best spells.
The deck wants to ramp into a diverse land base using Planets (Bajor, Andoria, etc.), utility lands, and basic lands of different types. Once you've got 6+ differently named lands online, Uhura becomes a repeatable spell-stealing engine. Your win condition is a mix of commander damage, combat with tokens you generate, and simply milling opponents out while disrupting their game plan. The blue color identity lets you draw extra cards and protect your setup with counterspells.

Skip expensive dual lands; Planets are budget-friendly, and basics + utility lands (Island, Mystic Gate, Exotic Orchard) do the job. Replace pricey card draw with Divination or Catalog.
